Capacity expansion at St. Pancras International

  • Undertook a 3-month study to understand how the Restricted Zone (RZ) might operate in a multi-operator environment.  Identifying the approach HS1 might take to facilitate this transition.

  • Reviewed all key aspects of the station including: the regulatory environment, investment funding, the RZ and the techniques available to improve throughput, identify anti-competitive factors in the operating model and all key considerations in the operating model.

  • Align the change behind the key HS1 corporate and  regulatory objectives.

  • Benchmarked with similar customer-centric infrastructure,

  • Develop a high blueprint for how HS1 might work with its stakeholders to enable an augmented operating model for the benefit of all stakeholders at the station,

  • Undertook high-level commercial growth projections.

  • Established a Risk Register for the change.
